Mandated by the French Ministry of the Economy and Finance, Expertise France is recruiting the future international technical expert (ETI) to support the Asian Development Bank (ADB)as a Senior Environment Specialist.

The position is assigned in the Environment Thematic Group (ETG) within the Thematic Advisory Service Cluster (SDTC-ENV) of the Sustainable Development and Climate Change Department (SDCC). SDCC provides leadership, innovation and knowledge sharing for ADB’s sector and thematic work. Under Strategy 2030, and in coordination with operations and relevant offices and departments, the ETG has responsibility for enhancing environmental sustainability across the
ADB’s operations.

The Senior Environment Specialist will provide support to the Environment Thematic Group to (i) further mainstream and scale up activities relating to biodiversity and nature-positive approaches into ADB operations and (ii) follow-up on the implementation of the Global Biodiversity Framework after the Agreement signed in Montreal in December 2022 during COP 15, specifically on financial aspects and resource mobilization. The position will also build collaboration and increase the exchange and transfer of good practice from the Agence Française de Développement (AFD) to ADB operations. The incumbent will report to the Director, Environment and will be expected to work collaboratively with team members for the achievement of assigned work outcomes.

Responsibilities
• Contribute to developing ADB’s strategic direction for further mainstreaming nature in ADB
operations following the commitments made by multilateral development banks (MDBs)
during COP15 in Montreal to take further steps in integrating biodiversity throughout their
portfolio and to define a common methodology in 2023 for accounting their biodiversity
finance.
• Work across ETG core teams to support implementation of core programs, such as regional
flyway initiative, nature-based solutions, healthy oceans, circular economy and air quality
management to scale up and develop ADB investment projects, and support development of
new initiatives such as Hindu Kush Glacier Melt.
• Provide technical expertise to build the knowledge and awareness on nature linkage with
climate change and food security and linkage with ADB core (energy, transport, urban,
agriculture) sectors.
• Provide technical advisory inputs to project teams to further mainstream good practice into
project design of investment projects, join missions, and advise governments on improving
biodiversity investment plans based on regional, local resources and data analytics.
• In collaboration with a OneADB team develop and support innovative financing mechanism
for biodiversity.
• Develop knowledge solutions (i.e. sector/ thematic studies and assessments, good practices,
and guidelines), services and partnerships to implement the objectives of the priorities under
Strategy 2030.

Master’s degree or equivalent. University degree combined with specialized experience in similar organization/s may be considered in lieu of a Master’s degree. A university degree in biological sciences, environment, nature conservation or similar with post-graduate level or its equivalent preferably. Complementary training/work experience in biodiversity financing would be advantageous; 

• Suitability to undertake the responsibilities mentioned above;
• At least 10 years of relevant professional experience in biodiversity, ecology, environmental policy, environmental management, environmental safeguards, and natural resources management or another related field;
• Demonstrated ability to work with project teams;
• Excellent oral and written communication skills in English and strong interpersonal skills with all types of internal and external clients/stakeholders; and
• Preferably international experience working in development in several countries;
